That was Jordan Collier, the former CEO of the 4400 Center.

I just started to watch this show last weekend. Didn't even know this was around.
But what I find so weird, is that season 1 has only 5 episodes!? Or is it just me?
But anyway, the first couple of episodes were interesting. Still have to watch the rest, and offcourse season 2.

the 4400 were planned as a 5 parter only, that it did get a second season was decided after the airing of the 5 eps and its success
