I hear what you're saying. I'm a little more forgiving since I don't mind recommendations based on shows I've rated with 3 stars. But that largely depends on how one views "3". There are different factors for different people when it comes to rating a show. In a 5-star ratings system is a 3 just average or I don't really care? Does it mean something else entirely different? For me, a 3 is somewhere between average and borderline good, leaning more towards average, with potential if there are more seasons to come. If it improves, I'll increase my rating. If not, I'm more likely to drop it if it gets worse. Now 2 stars or less is a whole nother story. I don't think I have any shows in my watchlist that were rated by me with 2 stars or less. If I was that disappointed in a show, then chances are it's no longer in my watchlist. In the end, it's all subjective anyway. Whatever shows I think deserve 2 stars or less might be 4 stars or more in someone else's book and vice versa.
Which is why I don't put too much stock in the ratings when it comes to discovering new shows. I instead focus on the trailer(s) (including inside & behind the scene looks), synopsis, creators, writers, producers, directors, cast, trusted reviews and forum topics for the most part. I tend to explore the Browse section more, but with the Top Charts, my main focus has always been Upcoming, and From My Creators. I tend to check out Recommended and Trending from time to time out of curiosity. I don't mind putting forth a little effort scrolling past some of the more unsavory hits I may receive every now and then. I actually got a few good hits based on some of those 3-star rated shows by me. Some of which I actually ended up giving a higher rating than the shows the recommendations were based on.
I don't think anyone has ever touted the discovery chart as a perfect system. I believe santah mentioned last summer that he was working on an additional type of discovery chart based on show page visits. You'll probably need to reach out to him for more info and updates.

And also the channels that I follow in the menu section. I'm currently following more channels than actors at the moment, but with the addition of the new menu, I'm more prone to start there. And most of my hits were shows in early development that currently have no cast. I hope none are stuck in development hell lol. I received a couple by notification, but most of my eyecatchers came from me clicking on the channels/actors links in "what I follow" and browsing. Here are a few that I didn't know about...

Also keep in mind that I recently expanded my followed channel list from a few to a lot. I'm sure there are some kinks that need to be ironed out, and improvements pending on the horizon, but I'm also sure at some point it will all pay off. Especially for me when it comes to receiving notifications for recently added shows by others from the channels, actors/actresses, and soon to be creators, that I follow.
