The networks appear to be learning from the cable shows (who learned from the Brits) that shorter seasons tend to result in better quality shows and more Internet buzz (that is now used to predict the long-term profitability of movies and TV series).

Has nothing to do with making the quality better 85% of the time. It all comes down to budget and when they can show them to get most viewers. Cable for years have had a small window when Networks are on break to attract an audience. That's not the case these days but old patterns and habits is why most still do it like that.
