Well, they did the same thing last season, after Carter got fired.
It seems that they like having two half-seasons, each with a separate arc instead of a full one. Honestly, I kind of like it that way, since it keeps the plot moving, and doesn't get bogged down in hidden elements that don't resurface until you've already forgotten about them.
I really liked this episode. For a moment, I was worried that Alison was killed off for realz, right after her and Carter got together properly. I guess I've been watching too much of Joss No-one-Has-A-Happy-Relationship-For-Long Whedon's work ...
