I read the page you linked & couldn't find it, tried the search feature using the word BALLOON going 10 pages back & still no luck. Can you please just tell us where to turn it off? I'm on day 3 of balloons & they don't feel festive anymore. Thanks

Nothing wrong with a bit of birthday celebration. Some people just need to complain about the most menial/trivial things.
