No - i don't think they are "not" making "good" shows (teens love it) or that all the "talent" is grabbed. CW branded themself clearly as a Teen-Content-Provider, and as far as i know, does this VERY successful, so they will keep doing that 
What makes my heart bleed, is that kids&teens are specifically targeted - which raises -for me- lots of ethically questions, if it should be allowed to target kids&teens in that way... steaming hot controversials here i guess?
I watched all kinds of thrashy shite when i was a teen ... 35 years ago - so understand the appeal...
But, well my opinion i clear anyhow, this should not be allowed (or better: advertisement should be extremely restricted in any show targeting non-aduilts), and that puts CW -for me- in a shady grey shame corner of the TV world, sharing it with some others (that also target kids & teens with aggressive advertisement) i guess.

But most often you can spot that design in the first 10s of a trailer 
and if not in the first 1-2 minutes of ep1 - so one can avoid it easily...
), so I'm not familiar with CW advertising. Is it that bad? It's probably the same as everywhere: people trying to find a niche and then doing their best to make it profitable. And then everyone is surprised when - for example - kids suffer from doing stupid TikTok challenges.
